I wonder how the state would determine who is nonwhite, who is deserving of a priority, and who is not? Are some nonwhite racial groups more deserving than others? I am Italian by ancestry (though I identify as “American”) am I white? What makes me white? Skin color? How much brown is allowed before a white person is identified as nonwhite? What are the defining characteristics of white versus nonwhite? How are the defining characteristics measured? Is it a physical measuring device placed against the skin? Who is responsible for taking the measurements? Who is responsible for certifying the preferred nonwhite status of students?
