The Broadband Equity Access and Deployment (BEAD) Program ($42 B) was supposed to outfit states with high-speed internet by 2030. Nothing so far has been installed.
Starlink is the obvious affordable solution.

They deployed more equipment and connected more people to the internet during a disaster than the government program responsible for doing the same thing did under normal conditions. And to be clear, the government connected zero people and spent billions.
