Yeah, so Biden just says stuff that he thinks will play in the situation. Truth is not a factor. Real time satisfaction for his intended audience is the only metric. Longer-term consequences of false statements are not important as long as he (Biden) does not have to respond to critics.

Politics is an ugly business. Experience must indicate to Biden that this mode of communication works for the audiences that he is interested in.

The other explanation is that Biden is a lying jerk.
