Amid homeless crisis, California cities shell out huge sums for municipal tent encampments
There is no intent to solve the problem. There is a perverse incentive to not solve the problem. Government bureaucrats managing this disaster individually make hundreds of thousands of dollars a year. They are not held to account for their program and policy failures. The opposite seems to be true. The more the efforts fail, the larger the budget for these programs and the larger the pay for the managers.
This is Democrat government. California specializes in this.
In normal industries this would be called catastrophic failure and would not survive more than a year or two.
