This is the result of liberal politicians and head-in-the-sand voters who are unable to recognize failure when they see it. Voters return the same losers to office year after year and develop a perverse incentive for politicians and local bureaucrats to never solve problems. All that is necessary is to speak lefty platitudes and pledge to give away tax dollars to the fashionable victims of the moment, and the losers can be assured to keep their $100,000+ salaries and cushy jobs.

It is an absolute disgrace.
