This looks to me like very poor engineering. I’m not sure how floods of this magnitude would be allowed to flow through a city center. Maybe they did the best they could with old infrastructure, old layout. I don’t know if this is a 100 year, 500 year, 1,000 year event. I don’t know. They need to rethink their storm flow system.
These folks filming seem to think they are in little danger. They are in extreme danger. That level of flow could easily take down one or more of these structures without warning, which could very quickly result in a catastrophic domino effect.

Catastrophic flooding in Germany. Ahrweiler District reports 1,300 persons are currently MISSING, with around 1,000 rescue missions open this morning in #BadNeuenahr alone. (The population of #Ahrweiler is 130k). One firefighter reported killed.
