Democrat leaders in Minnesota prevented these people from attending the Trump rally. They showed up anyway to support the President.

Biden sees the guy and knows he cannot intimidate him. Intimidation is Biden’s fallback response. Biden cannot respond verbally to the man’s statements because Biden knows the statements are true, and the evidence that demonstrates the truth of the statements is public. Biden is unable to respond. He has to just grin and bare it.
